Global Organization for Life Development was awarded with a very prestigious project “STATE TRAINING AND RESOURCE CENTRE” (STRC) by the Department of AIDS Control Government of India during August 2014. STRC is entrusted to conduct a series of enhancement training program for staff working in targeted intervention project for prevention of HIV/AIDS in Assam, Arunachal Pradesh and Meghalaya.
State Training and Resource Centre (STRC) are units run by non-governmental organizations in India with support from the country's National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to institutionalize the training and capacity-building process of the Targeted Intervention (TI) programs. These activities address the national objective of saturating coverage of core (female sex workers, men who have sex with men, transgender, and injecting drug users) and bridge (migrants and truckers) populations in the country. The State Training and Resource Centre will meet the objectives of National AIDS Control Program IV. In this regard NACO has contacted Global Organization for Life Development for this purpose. GOLD had been working for the marginalized sections of the society since August’ 1998 and have been working in the prevention of HIV/AIDS since 2004. GOLD had been working for the injecting drug users of Guwahati City from 2006 onwards and was also the Learning Site for the “Project Hifazat” under Global Round - 9 Fund. GOLD has been working as a State Training and Resource Centre since Aug’2014 for the 3 states of Arunachal Pradesh, Assam and Meghalaya in order to provide capacity building to the project staffs in the better prevention of the HIV/AIDS with high standard and quality.
Vision of STRC
The vision of STRC is the institutionalization of capacity building initiatives at state level to provide need based and timely capacity building support to the targeted intervention programme implemented in the states by the concerned AIDS Control Societies.
Objectives of STRC
- Building capacities of TI project functionaries to ensure qualitative improvement in their functioning to achieve the objective of prevention of new HIV infections among HRGs and bridge populations.
- Ensuring need-based quality training of TI-s as per NACP-III’s technical and operational guidelines and also of NACP – IV strategies.
- Developing local resources such as facilitators for trainings and demonstration sites, to ensure that the skill development process is sustained.
- Enhancing the capacity of NGOs and civil society organizations in proposal development for NACP funded targeted intervention projects.
- Undertaking operational research and learning site development
NACO has developed “Standard Operational Guidelines” for all categories of TI giving in detail the implementing procedures, staff requirement and financial implications. As the Targeted Interventions are implemented through NGOs, quality and capacity building is required for these NGOs. To ensure improved performance and quality training to different categories of staff working with NGO-s/CBO-s viz. Program Managers, Counselors, Finance Accountants, Outreach Workers, Peer Educators and Link Workers was necessary. The STRC-GOLD has also identified few TI sites as “Learning Sites” where good practices of the TIs are used as practical learning process for new TIs. The STRC has also undertaken “Operational Research” on identifying barriers to access and uptake of appropriate strategies to improve all the HIV related activities in the concerned state. The topics of operational research are state specific and have been adopted in consultation with respective SACS.
